Just a suggestion - try googling site:europa.eu.int Milchhygiene, and you'll find that the Eu tends to use the term "milk hygiene".
As for Milchkunde, you could try "milk studies", but I suspect a British university would opt for something like the above.
An alternative might be "Dairy farming and milk hygiene legislation", as this is probably what the course is about, but it's broader than the German title.
