"Vor der Weiterverarbeitung jeder Siegelrolle sollen von Anfang und Ende jeder Rolle Streifen zu Probemustern geschnippelt werden (je 5 Röhren/Probestelle)."
At first, I thought it referred to seals for the canisters that contain the test strips, but then I read that reagent strips are often covered with a "roll coating" of reagent polymer films - could it refer to that? The samples from the Siegelrolle are measured very carefully to determine quality - seems unlikely that so much trouble would be taken just for a paper seal on a plastic tube.

This is a guess.
But my spontaneous thought was that they are talking about the sealed rolls as in "versiegelte Rollen". In this case of course the rolls that are going to be sealed rolls in the end.
Before they are going to be sealed the test strips are put through extensive quality control.
