In a document about preparing CAD/CAM designs for hip and knee implants: "Grundsätzlich soll der „Modellaufbau mit Nennmassen auf Mitte Toleranz“ erfolgen. Dieser Grundsatz soll mit der führenden Zelle jeweils vor Beginn des Modellaufbaus bezüglich anderer Einflussfaktoren wie z.B. Schmiede- oder Gussrohlinge, Bearbeitungsverfahren, interne Konstruktionsrichtlinien, kritisch hinterfragt werden."

IMHO wwhat they are gettimg at is this:
"As a general rule models are to be designed using nominal dimensions with mean tolerances".
This is pretty normal procedure anyhow, so to make it a basic rule is a bit of an overkill.
If something is dimensioned at say, 10mm, then it is given this dimension on the drawing (or 3D model). 10mm is, in most cases, the mean tolerance anyway. (e.g. 10mm plus /minus 0.01mm)
