of what is already known
I see no reason either grammatically or logically to say that it means "des bekannten Gesamtkonzeptes". It just means "a further develpment of what is already known/familiar". Or "it builds upon ...". Whether what is already known has been described in some previous Gesamtkonzept is simply not stated.
