Hi,
I never heard of a curtain-coater before, but I looked into it for a few minutes and this does seem to be what the term "a velo" means in this context.
I think that this is probably refering to a varnish rather than a paint... but if you are sure it is a paint then it would be
"transparent satin water-based paint for curtain-coater application"
Curtain coater - A machine that creates a vertical "curtain" of liquid coating material. A constant stream that falls from a coating head. Board passing under the curtain will be covered by the coating. The amount of coating to be applied is regulated by the thickness of the curtain and speed at which the board passes through it.
