Working with a client on their CV.
'Stenografo Oratorio' is a qualification/job title. Client has suggested 'oratory stenographer'; I'm no expert in stenography but can't find any refs for this and am not keen. Client's comment on the job title is as follows:

'...il termine indica un professionista che scrive a mano con una sola matita (e senza ausilio di macchine) secondo un sistema di "abbreviazione logica", tutte le parole che vengono pronunciate da uno o più pubblici oratori (esempio deputati in Parlamento, conferenzieri...) che intervengono anche in un dibattito. Questo lavoro serve soprattutto a ritrascrivere fedelmente i resoconti parlamentari....E' una specializzazione diversa da quella dello stenografo commerciale o di corrispondenza che scrive sotto dettatura e arriva a prendere in stenografia 60/80 parole al minuto.'

Personally I would translate this as plain 'stenographer', as opposed to a 'court stenographer', 'clerk stenographer', 'court reporter', etc.. 'Reporting stenographer' also came to mind. I guess 'parliamentary/official/conference stenographer' might be more/too specific. Does any one have any pointers?

I would not use "oratory stenographer".
The passage below uses just "stenographer"; I think "court reporter" must be the one who types.

It's from the amended Mississippi Code:

SEC. 77-1-39. Transcripts of oral testimony.

In all cases where the testimony of witnesses is given orally before the commission any interested party or the commission shall have the right to have said testimony taken down and transcribed by a stenographer or court reporter, who is not an employee of the commission, to be agreed upon by the parties or appointed by the commission.
