A " classe di concorso" is the subject a teacher is qualified in and can therefore teach.

In Italy qualified teachers are included in lists (graduatorie) of "classi di concorso" according to the subject they can teach.

qualified to teach

Would depend on where the phrase is used maybe - as a column heading in a list or within a sentence, but something this straightforward would probably do the trick, so 'classe di concorso: inglese' - 'qualified to teach English'

The phrase 'subject taught' may even be sufficient, depending on context - if someone teaches a subject, it is assumed that they are qualified to do so (at least in most countries!)
