What I like to do when character constraints are in place is to play around with the possibilities that English syntax offers, in this case, use a lot of pre-modification + dropping of auxiliaries, articiles, etc. For example, I would drop the tense auxiliaries "has already been" of the passive voice and use instead those participles as premodifying adjectives to the noun "bracket". I might as well drop the article "the", but as a second option.
