Discussion
Following a lead by Chris Pott (whom I will give credit to),I ended up translating it as "rising loans", as "rise" has only an intransitive meaning and is therefore less likely to create ambiguity. Both "raising loans" and "rising loans" are found in the field. I decided that in this case the latter is a better choice, the meaning of the original being that interests due on loans may at some point be on the rise.
