It basically means that everyone who is entitled to attend is attending, i.e. full share capital, all directors, statutory auditors (assuming this is a shareholder meeting)

Italian law does not define this concept. It is often defined in the articles of association of Italian companies, generally to say that if everybody is present, it doesn't matter if the normal notice was not given.
