Thank you! As for your suggestion, the main noun should be "construction" instead of "inspection". The original term is the same as 「完成検査のためのピット工事」.

We all agree on the meaning of this noun phrase. or do we?
As Cenefil-san rightly asks: 'what is being inspected?' (some seismic-proof foundations? some underground multilayered piping network?) what is the focus of inspection to be carried out? the finish and quality of the 'completed work'? or whether or not the work has been been fully executed as specified (i.e. whether or not the work can be confirmed as 'completed' and ready for handing-over?)
Assuming the first interpretation is the most likely one, the remaining task is how to convey that meaning as naturally as possible. but again, this depends on the style of the media this passage is drawn from. If the style is very dense and economical, 'completed work inspection pit excavation' could do, although, it's sounds a bit heavy as a 5 element NP. For this reason, am inclined to settle for the rendering offered.
