Can "finansiere inndekningen" be translated as "get extra funds for" or something like that? Or is "cover expenses" better? Any other ideas?

If you Google "finansiere inndekning", you get but a single hit: "Dersom det tilbakeføres midler i 2005, kan denne bevilgningen tas til inntekt i 2005 og finansiere inndekning i 2005 av eventuelt underskudd i 2004 som skyldes avvik mellom uttrekk og momskompensasjonsinntekter."

Inndekning is political babble used about finding the financing to cover expenses. Inndekning can be found two ways - raising the income side (i.e. taxes, if you're a government) or reducing other expenses. The babble factor comes from the misuse of the financing term - you don't finance income, you finance expenses. If you have a budget for building bridges of 90 mllion, and you want to raise this to 100 million, you need 'inndekning' for the last 10. Make the new bridge a toll bridge, and taxpayers will finance the last 10 million over time - but 'inndekning' is what you did when you decided to make it a toll bridge.
