Not sure what this means......do mating bees swarm after they have been confined for 48 hours perhaps??

"Parebifolk" can be broken into its parts, i.e., "pare" > "mate" and "bifolk" > "colonies". "Bifolk" will also be written as "bisamefunn" -- see the first reference link below. Then "bisamfunn" to "colony" and then "parebifolk" > "mating colony/colonies". See the second reference link for Google hits for "mating colonies".
Your text (which I consulted) refers to exceptions to the directive, these being mating colonies, swarms that have been confined for 48 hours, and queens.
