Thanks. The text refers to airport construction. Research on "baffle" brings up "construction or device which reduces the strength" which makes sense without having to go into more detail.

The text is about airport construction. I dont think crawlspace is a good idea in airports.
On second thought, they are unavoidable. Looking up the other answer (baffle) I came up with "construction or device which reduces the strength of ..." which sounds like a ventilation area or something resembling a crawl space"
