This is the last paragraph of a report from the Borders and Foreigners Services. The previous paragraph says:

"In view of the above, it is verified that the applicant fulfils the requirements of paragraphs a) b) d) e) and f) of Number 1 of Article 6 of the Law of Nationality, does not fulfil the requirement of paragraph c) of the same number, article and Law, and therefore I propose the rejection of this application."

Without more context, we don't know what the "superior" refers to except it is certainly a higher level of authority that will be asked to agree or concur with some decision or suggestion that must have been made in text that appeared earlier.

Given asker's additional info, we can see that someone (whose name or at least title must be at the top or bottom of the doc) has suggested that the applicaiton be denied, but notifying the applicant of this denial requires concurrence from a higher authority.
