What is the best way to translate "Главный" as part of the government office in 19th Century Russia? Главное управление, Главный Отдел, etc
I do not want to use "Central", because it was not used in this sense in the 19th Century in USA, which leaves Main and Head or any better suggestion.

If it were up to me, for 19th century Russia I'd try to use "head" wherever possible – as the more "traditional" of the three in question. On the other hand, in this context "Head Directorate" sounds, to me, very awkward; and "Head Department" – only a little bit less so... So, it's back to "Chief"... "Main" is a bit different semantically: it's more in the field of "основной" rather than "главный". Am I nitpicking or what?! :)
