This is of course a prevailingly US term, so depending on the context (e.g. if it is a legal document requiring an almost verbatim translation) you might want to use something more "Russia-specific", as in one of the other options provided. However if it is to be a general text aimed at an English-speaking audience, "social security" would work better, imho.
