A speech on the formation of the Eurasian Economic Community. It started in 2004 with four countries, including (at that time) Ukraine.

Осталось решение по переходу “двойки” на взимание налога на добавленную стоимость, снятию таможенного администрирования.

allians (union, coalition) of Russia and Belarus

In the context of Eurasian Economic Community by "dvoika" (pair) we usually imply these two countries - Russia and Belarus - as a joint pair.
Example sentence:
