Простите, неправильно указала степень уверенности. Не максимальная, а высокая. См. линки ниже.
Полагаю, что здесь можно по такому же принципу как и law enforcement agency.
В ЕС употребляется термин law enforcement (см. последний линк).
Сама с этим работаю.
