curved vice (vise)
vice is more common as a noun for "тиски" in my expreience. As for the full target term - I've seen it and know my "лекало", but I'm far from certain

: Hard with no indication of the workpiece: could it be a collet vise, which would have the properties of curved clamping surfaces and sectoral construction???

By description, this is exactly it. Dictionaries give multiple versions fro collet vise, all of them being related to conical grips and couplings, but I know they can't be fully relied on in such matters
