This term is used a couple of times in a book about World War II German tanks:
Разведывательная машина, получившая индекс Aufklärungspanzer 38 (t) (сквозной индекс Sd.Kfz.140/1), представляла собой модифицированный вариант старого доброго Pz.Kpfw.38 (t).
Также истребитель танков получил сквозной индекс Sd.Kfz. 139.
Most of the time, I find "индекс" without "сквозной":
По контракту 210–3951/41H поставлялось 500 танков седьмой производственной серии, получившей индекс Pz.Kpfw.38 (t) Ausf. G.

ordnance model code/number
"Сквозной индекс" here has the same meaning as "сквозная нумерация", i.e. a system of consecutive unique numbering throughout the entire organization in question (here, the German military). This wording is used here merely to distinguish these numbers from the manufacturer- or family-specific model numbers, so I'd just translate it as "ordnance code", "nationwide code" or something to that tune.

So, as I understand it, it simply means that all tank units were numbered sequentially regardless of function, i.e. 1-100 was for one type, 201-300 was for another type. In Russian, "сквозной индекс" gives a somewhat military feel to the term — not sure if it's the case for "sequential number", or if it can be just replaced with a neutral "number"/"index".
