Creo que se refiere al hecho de que cada vez los pequeños territorios rurales se ecnuentren más aislados, más distantes de las ciudades; que cada vez es más normal que una persona que vive en un pueblo tenga que trasladarse a la ciudad para, por ejemplo, disfurtar de servicios como la sanidad o la educación... aunque no estoy muy segura.


la oración que tengo que traducir es la siguiente: "El sector agrario conserva un gran potencial generador de empleo y riqueza, que está siendo desaprovechado debido a políticas nefastas que fomentan el éxodo agrario y la desvertebración territorial."

territorial disarticulation

The source metaphor "desvertebración" uses the idea of separating the bones of the spinal column--which should ideally be all linked together to function correctly. In English, I think the metaphor "disarticulate" (literally to separate at the joints) is the best equivalent.
