Dès lors que les enseignants recrutés ne sont pas des fonctionnaires français, ils sont recrutés par contrat. Le traitement brut du salarié est de XXX euros/mois, ce qui correspond au traitement de milieu de carrière d’un professeur certifié.

I'm not sure if this referns to the level of experience of the teacher concerned, i.e. not newly qualified? It's an EU text.

It says that the teachers in this case aren't state employees (fonctionnaires) but contracted wokers, who will fall into a lower pay scale (and enjoy less job security and perks) than state (civil servant status) teachers.
