The term itself is causing me some grief, but the sentence - especially the last part in brackets) is not entirely clear to me. How do you interpret it? Do they actually have to pay back the money with interest, or is it just the interest?

An urgent translation project due for delivery tomorrow am I'm afraid!

Noni, tal vez imaginar una coma después de "5 anualidades iguales" y antes de "al 7%". Pero coincido contigo que no está muy claro, ojalá opinen más personas.

The financial benefits for companies that carried out these actions [installed wind farms, I assume] came in the form of repayable advances of up to 50% of the total cost of starting the project, to be repaid in 5 yearly payments (equivalent to 7% annual interest) once the facility was up and running.
