Insofar as FFEM manages to change the traditional approaches of French official development aid, it will demonstrate its "additionality" with respect to that aid. Of course the innovative practices it encourages must also be progressively incorporated into official development aid as such or, in other words, be ultimately implemented with no need for grants from the FFEM. In fact the role of the FFEM (and of the GEF) is not simply to go on financing recurrent additional costs, but to promote a continuing process of developing synergies between development and the global environment."
