sorry about the typo! I also just found this to explain why "patito" -- Creo que es porque la marca nacional de limpiador de pisos más conocida, fue por mucho tiempo 'Pinol' y la competencia barata más conocida era 'Pino Patito', la cual también se vendía bastante, pero era de calidad inferior. (from a WordReference discussion.
¿Traducción? Díficil de encontrar. Tal vez 'cheap brand'.

Ver. Escuelas patito, not patitAS. Cualquier tipo de escuela (no necesariamente "highscool", puede ser una universidad) de baja categoría académica, creada básicamente para hacer dinero.

I'm not familiar with the Spanish term so I put a low confidence level. My answer is based on Juan Jacob's description and the first definition of "fly-by-night" from my Webster's Dict., i.e. not reliable or responsible, esp. in business; untrustworthy: a fly-by-night operation.

There are many examples of "fly-by-night school" on the net.

That's the exact meaning.
A "escuela patito" can be certified/recognized all right, but still...

phony schools

an option, phoney is also used.
I live in Mexico and in this city lots of these schools have been opened recently.
