'Call for Proposals (CFP)' and 'Request for Proposals (RFP)' are both commonly used terms in this area. Having read Orden ARM/1287/2009 further (2nd link below), I would use either of these terms.

"Convocar" can quite often be satisfactorily translated as "announce"; here I think the sense is specifically that of a call for applications: they are publishing the conditions, instructions for applications, documentation required, closing date, etc.

Thanks, Neil ;) "Call for papers" is standard for academic conferences, and actually James's "call for proposals" is authentic, but otherwise I'm not that keen either.
