Holmsie is right, 'en el último periodo' refers to the national government.

Lydianette, I'd definitely go with Robert's regulation (perhaps, "self-regulation") although I doubt it's EU-related. (it's apparently been created by the local govt.) More context, at least the country in question would help, but is woefully lacking.

No evidence at all, except that "comunitario" is often (still) used in relation to the EU, and the Asker provided no context whatsoever. As you see, I quickly offered an alternative, "non-EU" translation. :)
