A short explanation Although Widenmann's answer received the most "agrees", the link provided by Dolores leads to a fairly extensive discussion about this term and hence I chose this answer as the most helpful even though I didn't use the term she suggested.

court of justice / criminal court

I would just call it the San Bernardo Court of Justice or criminal court, since that's basically what it is. I wouldn't worry too much about the "garantía" part.
