This seems to be a stock phrase, however despite having looked in the glossary "granting and authorisation" doesn't ring true to me.
La parte compareciente solicita la inscripción de esta escritura en el Registro de la Propiedad y manifiesta que el adjudicatario tiene la condición no no residente ne Espana, y que por tal condición designa como representante, a los solos efectos de esta escritura para recibir toda clasa de notificaciones y requierimientos a XXXXXXXXXXxxxxxx,
OTORGAMIENTO Y AUTORIZACION:
Así lo dicen y otorgan.
Hechas las reservas y advertencias legales, en especial las obligaciones tributarias que incumben a las partes en su aspecto material....
