Tengo entendido q este término se traduce como "Articles of Incorporation" cuando se trata de una empresa, pero en este contexto no se como traducirlo.

Viviana: leí tu comentario, y sigo pensando que "Municipal Charter" es exactamente lo que describís, (a tal punto que no sé si la nota se dirigía a mi?). El "charter" es otorgado por una entidad superior que indica los derechos y las obligaciones de la Municipalidad. En otro contexto, el Banco Central también posee una carta orgánica, traducida como Charter.
