HOMEWORK ASSSINGMENT
This is a translation for a School Transcript. I have found no sources that tell me if this is a date and year, i.e. October 28, 1942 or what the 42 could be. Any help is appreciated. Any resources for comparable scales would be appreciated too.

So it would seem to fit the year 1942. However, placing the month first and the dau of the month next is not customary in Spain.

According to the same source, by 1971 it had changed its name to Ministerio de Educación y Ciencia. However the fact that they did not specify the name change in the certificate can merely indicate sloppiness, i.e. does not rule out the date 1971.

Discussion
They obviously are not dates.
But if asker himself researches the website of the Ministry of Education of whatever country this is from, he might get the information he needs.
