Hi All,
From C. America for UK English.
Concerned with the tech specs. for a tender for supplying security paper. Apart from the different types of paper, the bid should also include:
"Debe incluirse 1000 (mil) pantallas decodificadoras, e incluir la licencia de uso de las imágenes codificadas ***(de jura)****, o eliminar las existentes y generar unas nuevas, en cualquier caso, en el precio debe estar incluido TODO."
I know it means legal, according to the law, by right, etc. but I'm not sure if it has a different meaning or how to express it in this context.
Help appreciated.

First, I agree with everyone else that "de jura" must be an error for "de jure". I don't think you can leave it in Latin, because it wouldn't mean anything in English. But I don't see how it could mean compulsorily. De jure (or de iure) means in or by law, legally, as opposed to de facto, in fact. So applied to a licence I think it must mean that the licence must be a proper legal document, a licence that enshrines a right of use in proper legal form and establishes the legal basis for that right, as opposed to a de facto licence, which would presumably be one that establishes a practical right of use without giving its legal basis.
