The phrase provided as context here seems to me to be a rather muddled variation of the stock phrase you normally see at the end of a birth entry/certificate in Mexico. There are a number of variations, some more confusing than others (depending on the literacy or care of the drafting clerk), but it basically goes like this:
"Leída que les fue la presente acta, la ratificaron y firmaron los que saben" or "se levantó la presente acta que les fue leída y conformes con su contenido, firmaron para constancia", etc.
"Leía" should be "leída". We haven't been told who is/are signing this, but clearly either "ratifica" or "firman" should be in the same person, i.e., "ratifican y firman" or "ratifica y firma". I would assume the phrase means "Leída la presente acta y estando conformes las partes, la aprueban, ratifican y firman."
