These abbreviations appear before the names of men named in a report of a tax audit conducted of a business in Mexico. At first, I thought that these might have to do with the accounting profession, but the "C." abbreviation also appears before the name of a "legal representative" of the audited business, and who does not appear to be an accountant.

Con copia para, supongo. Ya sabrás cómo se traduce.
En cuanto a C., por Ciudadano, es un formulismo que, en mi opinión, no debería traducirse (Citizen?, imagínate).
En todo caso, poner Mr.
