I am unsure as to how to interpret this. It doesn't mean that the bands are the only method of identification that is allowed as the report is about other methods. I'd appreciate your comments.

My understanding is that the ID is valid and allowable, but it is only recognized inside the country. That doesn't preclude other forms of ID from being used inside the country, or even other forms of ID from being valid only inside the country.
In other words:
Scenario A: ID is valid both at home and abroad.
Scenario B: ID valid/allowed only at home.
Either of these scenarios could apply to several different ID types.
Does this make sense?
