Asimismo un problema que se empieza a presentar es que los sistemas de intermediación tradicionales no sólo que no estimulan la mejora de la calidad del producto por parte de los indígenas, sino que más bien estimulan la entrega de productos en deficientes condiciones, lo que les favorece para pagar un bajo precio y ellos dedicarse al proceso de selección, acopio y posterior comercialización.

that's how I read it. The person is buying the crop rather than the farming having access to a system to market it directly. I didn't see "rescatismo" in the sentence so not sure what to do about that.
