Contexto: Hablando de un centro de investigación que hasta el momento sólo había trabajado en el país de origen:

"Pero estaba ya en sus planes abrir sus puertas y comenzar a desarrollar trabajos en otros lugares del mundo."

Lo de abrir sus puertas es figurativo. Sería como abrir el juego, ampliar el radio de acción...

However they have already considered the idea of expanding their work scheme and start projects in other parts of the world. ??
