Bowline with half-hitch

No, it isn't. the diagram shows a perfectly ordinary bowline with a half-hitch.
It's just another way of tying a bowline. there are several ways of getting the right kind of loop on the standing part of the rope and passing the running end through. climbers –especially– need them as they are often in uncomfortable positions…
