@polyglot45: by combining your suggestion and my own I come to this translation: the national records on safety certification issues already closed. This will have to do as I need to send off the document.

ployglot 45: they are talking about the unification of rail safety standards within the EU. My doubts concern the right word to use in this context for "expediente" (I think records or files would work well) and how to word the strings of constructions with "de" that I sometimes find misleading. Thanks for your very helpful suggestion.

That should be "safety certificates" instead of "safety certifications".

doesn't the surrounding context help ? What are they talking about in general?

I presume they are suggesting getting the European Railway Agency in Valenciennes to examine existing safety certificate issue records - probably to ensure that all players are singing to the same hymn sheet
