Swedish to English Tech/Engineering Forestry / Wood / Timber
The obvious choice here is a "budget offer"...but this is the title of a tender of providing forestry equipment.

So Dave, tell me... You used the word 'tender'. So tell me when is a tender not a tender, and what is a tender, if not a quotation (or vice versa), and when is a quotation binding or not, as opposed to a tender, tender offer, quote, or price quote? All of these usually state a validity period, which is generally binding in business practice, if not legally. Does your text have this?

So why not go with your own word, Tender? Used in UK, EU and US ...

budgetary estimate

This is used when tendering in UK. 'Quotation' sounds too concrete, whereas 'estimate' is vaguer!

"Budget Estimate" is an alternative.
