I understand what this is: it's a device that "locks together" a signal and a switch, for example, so that the signal aspect is dependent on the position of the switch. The point is to allow this dependency to be overridden when the signal or switch is out of order, e.g. if the switch is out of correspondence and needs to be cranked into place.
