As you see, since the question by the interviewer seems a bit absurd, the translation thereof would seem so. Of course, you are free to choose other suggestions. If the interviewer had asked, "Why did you choose Istanbul as a setting for this novel", then it would have been more reasonable in my humble opinion.

Maybe the interviewer means that Safak chooses Istanbul to create (and tell the story of) characters who (unlike other novels) do not move around.....
It is the first question of the interview. "Bit Palas a kadar romanlarinizda kahramanlar sik sik yer degistiriyordu. Bit Palas ta ise romanin kahramanlari bir apartmanin sakinleri. Bu romanla Istanbul da mi karar kildiniz? Zira Istanbul un sizin imgeleminizde onemli bir yeri vardi. Bit Palas icin bir Istanbul romani denebilir mi?
Answer: Istanbul un her zaman onemli bir yeri oldu benim icin. Hem Gonlumde bu boyel hem kalemimde. Ama ozellikle bi kitap icin bir Istanbul romani diyebilirim....
