I think more clarification is necessary here. If "ikinci büyük" is emphasizing the army, then "the second largest" would be the right answer. Yet, if the "quality" (i.e. the equipment) has a precedence here in terms of the message to be given, then "the best equipped" would be the choice. However, there is another side of your question in my understanding: what the original sentence means is "dünyanın ikinci en büyük (ve en iyi donanımlı) ordusu" here. In other words, "the second largest and the best equipped military" is what was meant in my understanding. Shah Reza Pehlevi had the second largest and the best equipped "military" during his reign and right before he was overthrown, since he had access to the best American military arms and equipment (please note that Iran is the only country which was able to purchase F-14s fighter planes, let alone the other highly sophisticated military weaponry). He was still being considered the second after the American military in terms of size and equipment sophistication. Therefore, I believe emphasizing that the "Shah's military was the second largest and the best equipped" makes more sense.
Also as another note, even though I proposed my answer as "army", I believe it should be "military", because we usually refer to "military" when we say "army" in Turkish i.e. army, navy, air force and gendarme combined.

Since the word "Büyük"( Great or Large in English) is NOT given to read En Büyük (The Greatest or The Largest), it DOES ENTAİL usage of th exact word "GREATER or Larger". This is What I now for last 43 years hear so during my annual visits paid to both Uk and USA.
