Do you have to transcribe it first? I am assuming that you will first have to transcribe it and then translate.
I am currently working on a similar project, only that I am working with an audio file.
To help you calculate your rate I can share with you what I found out when I was determining my rate:
10 minutes of an audio can take about 1 hour to transcribe, depending on the quality, number of speakers etc.

10 minutes of an audio can take about 1 hour to transcribe, depending on the quality, number of speakers etc.
So you already have 1 hour to charge for. On top of that, you will have to listen to the audio again for proof, so count in another, say 15 minutes of your time for a 10 minute of an audio file.
Another thing to consider is the number of words in a 10-minute audio file. As per my recent experience with Polish, there can be around 1000 words in a 10-minute audio. So think about how much your normally charge per 1000 words and calculate based on this.
Let's say you charge 100 for 1000 words and 30 for 1 hour of work.
So for a 10-minute audio, your rate will be 100 plus 30 plus 8 which gives a total of 138 for 10 minutes of audio, which then gives a rate of 13,8 per 1 minute.
Now you were offered 2 euro for 1 minute of a video file. I think you are now in position to answer if this is a fair rate...
Of course, these figures are just estimates, but.... do not underestimate the time it really takes to transcribe and translate. It is very time consuming.
Also, the level of difficulty will depend on the quality of sound and the number of speakers and how well they can handle a conversation. In my audio, there are 4 people speaking at the same time at one point. It takes ages to transcribe it.
