Subject-matter and scope
1. This Directive establishes a framework for the protection of soil, its sustainable use and the preservation and, where technically feasible and costs are proportionate to the expected environmental and social benefits, restoration of the capacity of soil to perform as many as possible of the following environmental, economic, social, scientific and cultural functions:
(a) food and other biomass production, including in agriculture and forestry;
(b) storing, filtering and transforming nutrients, substances and water, as well as replenishing bodies of groundwater;
(c) basis for life and biodiversity, such as habitats, species and genes;
(d) physical and cultural environment for humans and human activities;
(e) source of raw materials;
(f) acting as carbon reservoir;
(g) archive of geological, geomorphological and archaeological heritage.

1. Ta direktiva dolo˙a okvir za varstvo tal, njihovo trajnostno rabo in ohranitev ter, kjer je tehni˙no izvedljivo in so stroški sorazmerni s pri˙akovano okoljsko in dru˙beno koristjo, obnovitev sposobnosti tal za opravljanje ˙im ve˙ okoljskih, gospodarskih, dru˙benih, znanstvenih in kulturnih funkcij, naštetih v nadaljevanju:
(a) proizvodnja hrane in ostala proizvodnja biomase, tudi v kmetijstvu in gozdarstvu;

Chaque année nous consacrons
beaucoup de temps et d’énergie à
l’élaboration du Budget pour l’année
suivante. Pourquoi faire ? A quoi sert
un budget ?
Un budget sert avant tout à atteindre les
objectifs. Pour que les objectifs aient une chance
d’être atteints, il faut bien entendu qu’ils soient
défi nis et chiffrés. Le Budget est donc avant tout
un exercice de réfl exion, de prévision et de chiffrage.
Pour atteindre nos objectifs nous avons souvent
besoin de ressources (humaines et fi nancières).
Ces ressources doivent être évaluées et chiffrées.
On doit ensuite vérifi er que l’entreprise dispose
des moyens (humains et fi nanciers) de mettre
en oeuvre ces ressources rapidement pour avoir
des effets dès l’année suivante. Si les moyens de
l’entreprise sont insuffi sants, il faut faire des choix
entre les objectifs. Le Budget est donc une
allocation des ressources.
Enfi n, le budget est souvent l’étalon de mesure de
la performance des personnes et des organisations
et la base de calcul des bonus. Le Budget est donc
un outil de motivation.
Peut-on imaginer de remplacer le budget ?
Du fait de la rapidité des changements qui affectent
les entreprises et leur environnement
(devises, crises, relances...) il existe une tendance
à remplacer le budget annuel par des prévisions
trimestrielles glissantes (chaque trimestre
on reprévoit à 16 ou 18 mois). Cette fréquence
trimestrielle permet de s’adapter plus rapidement
aux changements. Mais elle ne supprime pas
le travail de réfl exion et de chiffrage inhérent à
l’exercice de précision!
Translation - Slovenian Čemu oblikovati proračun?
Vsako leto namenimo veliko časa in energije oblikovanju proračuna za naslednje leto. Zakaj? Čemu služi proračun?
Proračun je namenjen predvsem doseganju naših ciljev. Da bi cilje lahko dosegli, jih je seveda treba opredeliti in predvideti stroške. Proračun zato predvsem zahteva razmišljanje, predvidevanje in napoved stroškov.
Za doseganje naših ciljev ponavadi potrebujemo vire (človeške in finančne). Ti morajo biti ocenjeni in številčno opredeljeni. Nato moramo preveriti, ali ima podjetje sredstva (človeška in finančna) za hitro uporabo teh virov, da bi bil učinek zaznaven že naslednje leto. Če podjetje nima zadostnih sredstev, je treba izbrati le nekatere cilje. Pri proračunu gre torej za dodeljevanje sredstev.
Sicer pa je proračun pogosto merilo uspešnosti ljudi in organizacij ter osnovna za izračun bonusov. Proračun je torej orodje za povečanje motivacije.
Ali si lahko zamislimo nadomestiev proračuna z nečem drugim ?
Zaradi hitrih sprememb, ki jih doživljajo podjetja in okolje. v katerem poslujejo (devize, krize, pritiski ...), vedno pogosteje nadomeščamo letni proračun z variabilnimi četrtletnimi načrti (vsako četrtletje znova pripravimo načrt za naslednjih 16 ali 18 mesecev). Takšno četrtletno načrtovanje nam omogoča, da se hitreje prilagajamo spremembam, vendar to še ne pomeni, da nam ni več treba biti natančen pri razmišljanju in predvidevanju stroškov.

Source text - English Eurojust was established in 2002 to enhance the efficiency of national investigating and prosecuting authorities when dealing with serious cross-border organised crime within the European Union. Its mission is to support and strengthen coordination and cooperation between national authorities, and to bring criminals quickly and effectively to justice.
Each of the EU Member States seconds a senior representative to work at Eurojust in The Hague. These National Members are experienced prosecutors, judges or police officers of equivalent competence who carry out Eurojust’s mandate to coordinate the
work of the national authorities at every stage of criminal investigation and prosecution, resolving the challenges and practical problems arising from the differences between the legal systems of the Member States.
National Members are supported by Deputies, Assistants and Seconded National Experts. Where Eurojust has a cooperation agreement with a third State, Liaison Magistrates from that third State may work at Eurojust. Liaison Magistrates from Croatia, Norway and the USA are currently attached to Eurojust.
The work of Eurojust is supported by a staff of 220, who ensure quick responses to requests for help from national authorities and other EU bodies.
Translation - Slovenian Eurojust je bil ustanovljen leta 2002 zaradi okrepitve nacionalnih preiskovalnih organov in organov pregona, ko gre za hude oblike čezmejnega organiziranega kriminala v Evropski uniji. Njegova naloga je podpirati in krepiti povezavo in sodelovanje med nacionalnimi organi, da bi kriminalce hitro in učinkovito privedli pred sodišče.
Vsaka od držav članic EU napoti višjega predstavnika na delovno mesto v Eurojustu v Haagu. Ti nacionalni člani so izkušeni tožilci, sodniki ali policijski uradniki z enakovrednimi pristojnostmi, ki opravljajo naloge Eurojusta za usklajevanje dela nacionalnih organov v vsaki fazi preiskave kaznivega dejanja in sodnega pregona ter pri reševanju izzivov in praktičnih problemov, ki izhajajo iz razlik med pravnimi sistemi držav članic.
Nacionalni člane podpirajo poslanci, asistenti in napoteni nacionalni strokovnjaki.
Če ima Evrojust sporazum o sodelovanju s tretjo državo, lahko sodniki za zvezo iz te tretje države delujejo v Eurojustu. Sodniki za zvezo iz Hrvaške, Norveške in ZDA so trenutno dodeljeni Eurojustu.
Delo Eurojusta podpira 220 zaposlenih, ki zagotavljajo hitro odzivanje na prošnje za pomoč s strani nacionalnih in drugih organov EU.
