Source text - English What is the Teaching Excellence Framework in the United Kingdom, and Will it Work?

In England, the government has begun the introduction of a new Teaching Excellence Framework (TEF) in higher education. Since tuition fees for UK and EU students were increased to a maximum of £9000 from the autumn of 2012, most English higher education providers have ended up charging this maximum. There is a sense in government that these flat fees mask differences in the quality of degree programs that students are being offered. One of the central ideas behind the TEF is that in order for institutions to raise fees in line with inflation, they will need to show that they are offering students a high quality undergraduate education. This will mean that the fees that students are charged will increasingly reflect the quality of the teaching they experience. In addition, it is expected that the TEF will provide students with information that will allow them to make more informed choices about what and where they study; will raise the profile of teaching and ensure that it is better recognized and rewarded; and will lead to higher education better meeting the needs of employers and industry.
How Will the TEF Work?
The TEF will be introduced over a number of years. In year 1, any institution with a positive Quality Assurance Agency Institutional Review is automatically qualified to increase its tuition fees from September 2017. From year 2, institutions will need to opt into the TEF, which will examine a series of metrics: students’ views of teaching; assessment and academic support from the National Student Survey (NSS); student dropout rates; rates of employment, including a measure of highly skilled employment; and further study from the Destinations of Leavers from Higher Education (DHLE) survey. While the NSS does give an insight into students’ perceptions of their teaching, it is notable that none of these measures tell us directly about the quality of teaching. Rather, these measures are focused on examining the assumed effects of such teaching. Institutions performance will be benchmarked against the demographic characteristics of their students, and based on this, their performance will be flagged when they do statistically significantly better or worse than their benchmark.
Assessors will make an initial assessment of an institution’s performance based on the amount of flags they have and then will examine contextual information and an institutional submission of up to 15 pages that outlines the institution’s case for the excellence of its teaching. Based on this, they will give the institution a Gold, Silver, or Bronze TEF award. This will provide students with an indicator of the quality of the programs offered by these institutions as whole, rather than the quality of individual programs. In year 2, institutions with each of these awards will be able to raise their fees by the same amount in September 2018. In year 3, the different level of awards will begin to impact on the amount by which institutions can raise fees in September 2019, and there will also be pilots aimed at focusing the TEF down onto individual subjects within institutions. In year 4, it is planned that the subject level TEF will be introduced, and the TEF will also include taught postgraduate students.
Will the TEF Meet its Aims?
In some ways, the TEF will provide students with better information about the quality of their degree programs than what is currently offered by national higher education rankings. While they do not directly tell us about the quality of teaching, there is a logic to the metrics suggested for year 2: it is difficult to imagine an excellent course in which the students think the teaching, support, and assessment are poor; a large proportion of the students leave without graduating; and hardly anyone gets a job or a place on a postgraduate course at the end of it. The commitment to take account of differences in student intake and flag statistically significant differences is a marked improvement on university rankings. Such rankings tend to privilege institutions with more middle-class students and, because they are simply a rank order, differences of many places are usually meaningless in terms of differentiating the quality of what is offered. However, there are issues. First, it is clear that quality resides at the level of particular programs rather than institutions (the same institution can have very good and very poor programs), but students will not get any information about this until at least year 4. Even when they do, initial assessments of the available data suggest that they will not be robust enough to provide meaningful information at this level.
What Will Happen in the Future?
The future of the TEF looks more concerning. It is clear that the government want to increase the number of metrics that are used and have already strongly signaled that they want to develop a metric related to the contact hours that students receive. The problem is that there is simply no evidence that this is a valid measure of teaching quality, whilst things that we do know are crucial in shaping the quality of teaching, such as the expertise of those who teach, are not even being discussed as potential TEF metrics. If the TEF ends up being based on measures that are unrelated to the quality of teaching, then the danger is that it will be more about institutional game playing than it is about excellent teaching. Focusing on contact hours is particularly problematic, as the most likely outcome is that institutions will redefine what they measure as a contact hour in order to improve their score. This will lead to apparent increases in contact hours without anything changing about students’ actual experience. This is the crucial test that any metric must pass: improvements in the score on the metric must only be possible through improvements in quality of teaching that students experience.
The problem appears to be that too little account is being taken of the over forty years of research evidence about what leads to high quality teaching in higher education. This is again reflected in the assessment criteria that underpin the judgements of excellence within the TEF. For example, the assessment criteria that are being used to consider teaching quality (there are other criteria for the learning environment and student outcomes) are a strange mixture of elements: encouraging student engagement; the institution valuing teaching; ensuring courses involve rigor and stretch; and effective feedback on student work. Whilst they might appeal to a common sense notion of what students need, it is difficult to understand the basis on which these were included and others, such as teaching expertise, were excluded. Overall, it is not at all clear how they form a coherent whole that tells us something important about the excellence of teaching or what the view of teaching is that underpins them.
Conclusion
In conclusion, it appears that the TEF has the potential to provide valid information to potential students about the quality of higher education courses at different universities. With students bearing the increasing costs of their degrees, such valid information is crucial. However, this potential is unlikely to be realized unless more account is taken of research into high quality teaching in higher education, and what we know about the ways in which institutions respond to the introduction of performance measures.

Le fonctionnement du TEF
La mise en œuvre du TEF se déroulera sur plusieurs années. La première année, tout établissement ayant obtenu une évaluation positive de la part de la Quality Assurance Agency Institutional Review pourra automatiquement augmenter ses frais de scolarité en septembre 2017. La deuxième année, les établissements devront choisir de s'affilier au TEF afin que plusieurs indicateurs soient examinés : l'avis des étudiants sur l’enseignement, l’évaluation et l’encadrement universitaire figurant dans la National Student Survey , le taux de décrochage, le taux d'emploi, y compris à des emplois hautement qualifiés, et d’autres études du Destinations of Leavers from Higher Education Survey . Si le NSS procure des informations sur la perception de l’enseignement par les étudiants, il est évident qu’aucun de ces indicateurs ne nous renseigne directement sur la qualité pédagogique. Ils traitent plutôt de l’examen des effets supposés d’un tel enseignement. La comparaison entre les rendements des établissements doit être modulée en fonction des caractéristiques démographiques de leurs étudiants, et la réussite et l’échec doivent être signalés par des différences statistiques significatives entre établissements semblables.
Les évaluateurs feront un premier portrait du rendement d’un établissement selon le nombre de marqueurs à leur disposition ; ils examineront ensuite les renseignements contextuels et le dossier d’une quinzaine de pages présenté par l’établissement décrivant son projet d’excellence pédagogique. C’est en fonction des résultats qu’ils attribueront à l’établissement une évaluation TEF d’Or, d’Argent ou de Bronze. Les étudiants disposeront ainsi d’un indicateur global sur la qualité des programmes proposés par les établissements, plutôt que sur la qualité des programmes pris isolément. Au début de la deuxième année de la mise en œuvre du TEF, les établissements qui auront reçu une de ces évaluations pourront augmenter leurs frais de scolarité en septembre 2018. Au cours de la troisième année, les établissements pourront augmenter leurs frais de scolarité en septembre 2019 en fonction de la note qui leur aura été attribuée ; des programmes pilotes seront aussi mis en place afin que le TEF puisse cibler plus précisément certaines matières au sein de ces établissements. En quatrième année, il est prévu que le TEF s'applique aux matières enseignées et s’étende à l’enseignement de troisième cycle universitaire.
Le TEF va-t-il atteindre ses objectifs ?
Dans une certaine mesure, le TEF procurera aux étudiants de meilleures informations sur la qualité des programmes que celles fournies actuellement par les classements nationaux de l’enseignement supérieur. Bien qu’il ne renseigne pas directement sur la qualité de l'enseignement, la logique des indicateurs de la deuxième année est pertinente : il est difficile d’imaginer que les étudiants considèrent de piètre qualité l’enseignement, le cadre et l’évaluation d’un excellent cours, qu’une grande partie des étudiants quittent l’université sans obtenir un diplôme ou même que peu de personnes n’obtiennent d’emploi ou de poste à l’issue d’un troisième cycle. La volonté de prendre en compte les différences entre les populations estudiantines et les marqueurs statistiques significatifs constitue une amélioration notable pour le classement des universités. Un tel classement tend à privilégier les établissements fréquentés par des étudiants de la classe moyenne, et, puisqu’il s'agit simplement d’un ordre, les différences entre de multiples établissements sont habituellement négligeables quand il s’agit de distinguer entre des programmes proposés en termes de qualité. Cependant, des problèmes subsistent. D'abord, il est clair que la qualité réside dans certains programmes plutôt qu’au niveau des établissements (un même établissement peut avoir à la fois des programmes de très grande qualité et des programmes de qualité moindre), et les étudiants ne pourront obtenir d’informations à ce sujet avant au moins quatre ans. De plus, les évaluations initiales faites sur les données à disposition suggèrent qu’elles ne seront pas encore assez solides pour procurer des renseignements suffisamment pertinents.
L'avenir du TEF
L'avenir du TEF semble plus préoccupant. Le gouvernement souhaite clairement utiliser un plus grand nombre d’indicateurs et il a déjà fortement souligné qu’il veut mettre en place un indicateur mesurant la durée de contact dont les étudiants disposent. Le problème est qu’il n’existe aucune preuve qu’il s'agit là d’une mesure pertinente de la qualité de l’enseignement, alors que certains aspects que nous savons essentiels pour cette qualité, tels que l'expertise de l’enseignant, ne sont même pas pris en considération pour éventuellement constituer un indicateur du TEF. Si le TEF finit par être évalué sur des indicateurs qui sont sans rapport avec la qualité de l’enseignement, il y a un danger qu’il devienne plus un jeu entre établissements qu’un outil d’évaluation de l'excellence pédagogique. Porter l'attention sur la durée du contact est particulièrement problématique, car le résultat sera vraisemblablement que les établissements vont redéfinir ce qu’ils mesurent comme durée à la seule fin d’améliorer leur évaluation. Cela conduira à une augmentation apparente de cette durée sans que cela change quoi que ce soit à l'expérience réelle de l’étudiant. C’est le principal test que doit passer tout indicateur : l’amélioration d’une note doit nécessairement passer par l’amélioration de la qualité de l’enseignement dispensé.
Le problème semble être que peu de choses ont été retenues des quarante années de recherche sur ce qui permet d'améliorer la qualité de l’enseignement supérieur. Cela se reflète à nouveau dans les critères d’évaluation qui sous-tendent les jugements portés sur l’excellence dans le cadre du TEF. Par exemple, il existe de nombreux critères pour mesurer l'environnement d’apprentissage et les résultats des étudiants, mais ceux retenus pour juger de la qualité de l’enseignement sont une étrange combinaison d’éléments : encourager l’engagement des étudiants, valoriser l’enseignement dans le cadre d’une démarche de l’établissement, s'assurer que les cours sont rigoureux et complets ou encore fournir une rétroaction efficace sur le travail de l’étudiant. Bien que tous ces critères semblent être des notions relevant du bon sens pour les besoins de l’étudiant, il est difficile de comprendre pourquoi ils ont été pris en compte alors que d’autres, tels que l'expertise pédagogique, en sont exclus. Et surtout, il n’est pas évident d’y discerner un ensemble cohérent indiquant ce qui participe à l'excellence de l’enseignement ou une vision pédagogique qui motive ces choix.
Conclusion
En conclusion, il apparaît que le TEF offre une possibilité de mettre à disposition des renseignements pertinents sur la qualité des cours dans l’enseignement supérieur de différentes universités pour les étudiants qui souhaitent s’y inscrire. Pour les étudiants qui doivent faire face aux coûts toujours plus élevés des formations diplômantes, cette information est essentielle. Cependant, cette possibilité a peu de chance de se réaliser si ne sont pas pris en compte les recherches portant sur l’amélioration de la qualité pédagogique dans l'enseignement supérieur et ce que nous savons sur les réponses des établissements à l’introduction d’indicateurs de rendement.

What the Change Means for Users:
While functions and processes remain the same, the new design refreshes the five-year-old XXX Commerce Workspace interface to make it feel more like what users experience on other major Internet commerce sites and provide a more consistent user experience across the pages.
Enhanced Lead-Time Information
XXX Commerce Workspace includes a lead-time search function based on the features of the XXX.com Lead Times tool.
Users can search by product family or specific products, and obtain and download or email all product and lead-time information.
Lead-time information is also displayed when users search for products in the XXX Commerce Workspace portlet.
What the Change Means for Users:
Users no longer need to go to a separate tool to find lead-time information and more work can be done completely within XXX Commerce Workspace because all features from the Lead Times Tool are now incorporated there.
Improved Visibility to Trade Agreement Act (TAA) Product IDs (PIDs)-U.S.

Federal partners in the U.S.
only can order approximately 200 TAA product PIDs that correspond to non-TAA versions to better distinguish the route for supply chain fulfillment.
This change also improves upfront TAA messaging to customers in the configuration, quote, or order process.
System messaging alerts TAA/Federal and non-Federal users about the availability of the PIDs that are appropriate for their use.
What the Change Means for Users:
Improved visibility to TAA product offerings, combined with upfront messaging, can help to eliminate the need for rework when a user is quoting and ordering TAA/Federal transactions where TAA compliance is required.
Users can now import TAA-related estimates into the quote and order functions.
Ordering Capability for Other Storage Manufacturing (OSM) Partners
OSM partners can now order products and services for durations greater than 36 months through XXX Commerce Workspace, as well as receive full discounting on services.
What the Change Means for Users:
OSM is a product category offered by XXX.
Because OSM partners do not align to account managers, this change allows these partners to order for themselves without going through the nonstandard process.
Previously, OSM partners were unable to obtain nonstandard products and services on an order and were required to use Ordering Tool.
