the stroke of a pen とは stroke of a genious をもじったもののようです。stroke of a genious とは「天才的なひらめき」のことです。

: スーザンさん、ご意見とても参考になります。ただ今回の場合、これは推測ですがブッシュ大統領のvetoへの言及であるのかも。とすれば「名筆」とか、「すばらしいひらめきとか」はあんまり関係なくなってきますね。もちろん、ここは文脈をご存じのflint2さんのご判断でしょう。あと、一本で、というのは本数にこだわったわけではなくて、たかがペン一本で、という意味ですのであしからず。
