it bears recalling

Hello everyone,

While the amount of the registration fee is left unspecified, it bears recalling that international standards recommend such fees to be “reasonable”, “applied objectively to all parties”, and never “of such amount as to prevent the registration of legitimate parties.

Does "it bears recalling" mean "it should be recalled"?

I think "bears recalling" is being used in more or less the sense Mark suggests. Strictly speaking, however, the meaning of "bear" in such expressions is "admit of", "be able to accept or stand up to", the same sense one can see, for example, in "bear scrutiny". So "bear recalling" means that it is important enough to be recalled. Normally, recalling something that doesn't need to be recalled is regarded as tiresome, but if something "bears recalling", it can be recalled without being redundant. In practice, this means that it is worth recalling.

One can see the distinction, I think, if one considers the negative form. If something doesn't bear recalling, it means that recalling it is a bad idea, that it is best forgotten. It suggests that recalling it is unpleasant. To say that it is not worth recalling is not exactly the same thing.
