I'm translating an article on 'Las Maras' in El Salvador. This is the subtitle of the article. I understand what it means but would like more ideas on how to make it sound natural in English. The idea also comes up in the final paragraph of the article.

***ENGENDRO SIN PROPIEDAD INTELECTUAL***
Entre las décadas de los 70 y los 90 del siglo pasado, el símbolo de El Salvador era el joven rebelde cubierto por una pañoleta roja que enfrentaba a la dictadura militar, incluso con piedras. Los soldados mataban a los manifestantes y al siguiente día los manifestantes enterraban a sus muertos. Volvían a manifestarse y los volvían a masacrar. Fue la etapa épica de la lucha insurgente que dejó a esta minúscula nación ensangrentada...
...Nunca en El Salvador ha habido una real política de prevención de la violencia, ni de atención a los menores de edad y los jóvenes. El fenómeno de las maras se quiere tratar como basura que debe esconderse debajo de la mesa. La exclusión y la marginación social son las patentes de este ***engendro***; sin embargo, es un producto del cual nadie se quiere hacer cargo. No hay nadie que reclame para sí ***la propiedad intelectual*** de las maras.

Or "unacknowledged parentage". "Unknown parentage" is a more common phrase but I think it changes the meaning too much.
This is tricky. I really don't find "intellectual property" convincing either in the title or in the text. In fact "propiedad" here means "ownership" rather than "property"; the point is that no one acknowledges being the "author" of the maras: that the maras are their "intellectual property".
I think a more workable approach might be to take our lead from "engendro", which basically means a foetus or a malformed, misshapen infant: "Criatura informe que nace sin la proporción debida". Of course it also means "Plan, designio u obra intelectual mal concebidos" (DRAE definitions), but here I think it's being used metaphorically in its basic sense: Salvadorian society has given birth to this monster but no one admits to being the parent.
When "propiedad intelectual" comes up in the text, lower down, you could perhaps translate it "intellectual parentage", which is an expression quite commonly used metaphorically in the opposite direction, as it were: to apply to authorship of a work or an idea.

By the way, though it seems rather non-PC, "monster" is applied to a teras or malformed foetus:
"5. monster, teras -- ((medicine) a grossly malformed and usually nonviable fetus)"
